Sewing Patterns For Prom Dresses

HELP! sewing experienced, or good internet searchers. PROM?

Okay, i have a problem. For my dress, i want to have a shrug, because last year i went as a sophomore and i remember being REALLY cold by the end of the night. the AC was on like -20 degrees!
So what I’m looking for is a short sleeve shrug pattern. But I have specifics. I don’t want one that just ties the ends of the fabric together. I want it to be almost like a separate sweater-type thing with a ribbon or another piece of fabric sewn around the bottom of the sweater-thing to tie together. If anyone could help me with this it would be EXTREMELY helpful. First answerer to have the closest of what i’m looking for gets best answer and points.

Why don’t you sew some ribbon onto the bottom of a little jacket? You can even change the jacket pattern to look exactly how you want.
