What is an easy, quick and relatively cheap way to decorate a hall for a party?

I have been asked if I can help in organising the set-up of a community hall for a local party, where we will have musicians and a basic tea party. I’ve been told that this now includes decorating it as well. I have tablecloths for the tables and very little else, and no funding. I have made bunting beforehand from scrapbooking supplies but could do with some cheap, relatively easy DIY ideas to decorate the hall. Any ideas please? Thanks.
I need to get the decorating done before the adults and children turn up as most of the time will be taken up with the musicians and the tea itself!
