I need to sew a hooded cape?

I have 3 metres by 1 metre of fabric (it’s a whole lot!) and I need to make a hooded cape.

Can anyone tell me how to do so? Or how to even get started? Or direct me to a site with better help? Or even a pattern? I’ve never sewn anything like this before (only clothes for dolls and my cats and things) so it’s new territory for me!

The hood needs to be large and medieval looking. Very similar to those warn by the Jedi
And the cape needs to just cover my shoulders but not come to far around. I want it to be fairly narrow so that people can see my costume underneath
