Help With Simplicity sewing skirt E from 4705.?

Okay I have never used a pattern before to sew and I could use some help! first of all i Am making Skirt E from 4705. I need to know my size. I wear a 3-5 in juniors jeans. According to the body measurement section I should wear a 13/14 in waist a 9/10 in hip and a 9/10 in Back-neck. What size should I do? Second, should I wash the fabric before sewing or no? and any other help you may have would be greatly appreciated!

Back neck is irrelevant for this pattern.

Use the 13/14 size for cutting this pattern — you’ll just have more flare at the hip and hem. If you wish, after you’ve basted it together, you can adjust the side seam from the yoke down
to give the silhouette you want.
