I’m not quite sure where to cut my sewing pattern, help?

I cut it out on the outermost lines. It’s a small, I downloaded it here: http://m-sewing.com/patterns-catalog/women/jackets/tail-coat-for-women.html

I’m wondering if the outer lines are where the seams are and if the inner lines are where I actually sew them together? I don’t understand the pattern at all.

The most specific questions I can think to ask is:
When I pin it and cut it to fabric, do I cut it at the outermost line or do I cut it with a 5/8 inch extra around the outermost lines on each piece?
Is the room between the outer lines and inner lines actually the 5/8ths inch or so extra? Or no?

I think you will benefit from watching the Sewing Buddie – http://www.simplicity.com/t-sewing-videos.aspx

Take your measurements, then use these measurements to select the correct size according to the information on back of the pattern envelope.

Read the instructions to see if this particular brand has included the seam allowance, or if it has to be added.

If there isn’t any information regarding this, then you cut on the line indicated for the size you need.

Do not measure the pattern piece and compare with your body measurement as patterns have ease which adds an inch or two here and there. Without ease, the garment will not fit properly.
